Sex offender who attacked victims' rights worker is arrested

Police arrested the registered sex offender who allegedly attacked Justice for All founding member Pam Lychner.

Harris County Deputies collaborated with the Gulf Coast Violent Offenders and Fugitive Task Force to arrest William David Kelley on Jan. 26 in the 14300 block of Lee Road, according to a Harris County news release.
 
Authorities say Kelley, who was released from prison in August 2010, moved, but did not register his change of address with the sex offender registry.

Kelley is known for kidnapping and attacking Pam Lychner in 1990 while he was on parole after two sex crime convictions, according to the release.

Lychner went on to become an advocate for victims' rights, founding Justice for All in 1993. She and her two daughters were killed in the 1996 TWA Flight explosion, according to the release.
